Según fuentes del Departamento de Defensa, al menos dos operaciones recientes se desarrollaron en el Caribe contra embarcaciones procedentes de Venezuela, identificadas como parte de una red regional de tráfico de estupefacientes. El comunicado oficial indica que las fuerzas estadounidenses están autorizadas para ejecutar operaciones militares preventivas destinadas a proteger la vida y seguridad de ciudadanos norteamericanos.
En el marco de esta postura, Estados Unidos desplegó ocho buques de guerra, un submarino de ataque rápido de propulsión nuclear, más de 4.500 efectivos y cazas F-35B estacionados en Puerto Rico, configurando uno de los mayores dispositivos navales en la zona desde 2003. El Pentágono precisó que el movimiento responde a informes de inteligencia sobre el incremento de rutas marítimas de tráfico ilícito en el Caribe.
