Entre el 30 de septiembre y el 3 de octubre de 2025, el Gobierno de Brasil desarrolló en la ciudad de Angra dos Reis, estado de Río de Janeiro, el Ejercicio General Integrado de Respuesta a Emergencias y Seguridad Física Nuclear (Exgar 2025). La actividad fue organizada por el Gabinete de Seguridad Institucional de la Presidencia de la República (GSI) y reunió a representantes del Ministerio de Defensa, las Fuerzas Armadas y más de sesenta organismos civiles y militares vinculados a la gestión de emergencias.
El propósito del ejercicio fue comprobar la capacidad de respuesta ante un eventual accidente nuclear, validar los protocolos de coordinación interinstitucional y fortalecer las competencias técnicas del personal encargado de la protección radiológica y la seguridad física.
Durante las jornadas se realizaron simulaciones de distintas fases de una emergencia, incluyendo la activación de sirenas de alerta, evacuación parcial del área de la Central Nuclear Almirante Álvaro Alberto, traslado de generadores móviles, rescate y descontaminación de víctimas, y toma de muestras ambientales en zonas potencialmente afectadas. La Defensa Civil Municipal aplicó por primera vez el Sistema Defesa Civil Alerta, que permitió emitir mensajes de advertencia directamente a los dispositivos móviles de la población mediante la tecnología Cell Broadcast.
En el operativo intervinieron la Marina, el Ejército y la Fuerza Aérea Brasileña, ejecutando tareas de monitoreo radiológico, control de riesgos y descontaminación. Participaron también 150 efectivos del Ejército en acciones de campo. La Agencia Internacional de Energía Atómica (AIEA) colaboró con la Autoridad Nacional de Seguridad Nuclear (ANSN) en la supervisión técnica y la evaluación de los procedimientos implementados.
