El 19 de octubre de 2025, en Bruselas, la Comisión Europea presentó el Libro Blanco de la Defensa Europea 2030, documento estratégico que fija los lineamientos para alcanzar una postura común de defensa y disuasión militar en el horizonte del año 2030. La presentación estuvo a cargo de Kaja Kallas y Andrius Kubilius, quienes remarcaron que la Unión Europea debe estar preparada para “cualquier escenario de agresión”, en referencia al conflicto iniciado por Rusia contra Ucrania en 2022.
El Libro Blanco establece la creación de la Hoja de Ruta de Preparación para la Defensa 2030, que define objetivos operativos y financieros concretos. Entre ellos, la corrección de las brechas de capacidades militares entre los Estados miembros, la mejora de la movilidad militar dentro del territorio europeo, y el desarrollo de proyectos conjuntos de alto impacto, como el Muro Antidrones a lo largo del flanco oriental y el refuerzo de la vigilancia en las fronteras con Rusia y Bielorrusia.
El documento introduce por primera vez un mecanismo europeo para la seguridad del suministro de defensa, con el fin de asegurar la disponibilidad de materiales críticos y componentes estratégicos ante eventuales crisis. Además, promueve la coordinación entre los ministerios de Defensa nacionales y la Agencia Europea de Defensa (EDA) para la planificación de capacidades.
Von der Leyen sostuvo que el Libro Blanco es una “señal inequívoca” del papel creciente de la Unión Europea en materia militar y de su compromiso con la defensa colectiva. Según la Comisión, la política de seguridad europea debe ser “creíble, autónoma y plenamente interoperable” con las fuerzas aliadas de la OTAN.
