El 22 de octubre, la ministra de Defensa Nacional de Chile, Adriana Delpiano, inauguró en la ciudad de Viña del Mar la 10ª Reunión de Ministros de Defensa del Pacífico Sur. El encuentro, realizado en el Hotel Sheraton Miramar, reunió a representantes de Australia, Nueva Zelanda, Francia, Papúa Nueva Guinea, Tonga y Fiji, con Estados Unidos, Reino Unido y Japón en calidad de observadores. La reunión se desarrolló hasta la mañana del 24 de octubre y tuvo el objetivo de fortalecer la cooperación regional en materia de defensa ante el crimen organizado transnacional y los efectos del cambio climático.
Durante la jornada inicial se abordaron temas vinculados a las nuevas tendencias de seguridad en el Pacífico Sur, los desafíos no tradicionales y los riesgos derivados del narcotráfico y la criminalidad transnacional. Además, se incluyeron en la agenda los avances de la iniciativa “Mujer, Paz y Seguridad” y los efectos del cambio climático sobre la estabilidad regional, considerando sus implicancias en la planificación y ejecución de tareas de defensa.
Las sesiones incluyen plenarios, encuentros bilaterales y visitas técnicas. Entre las actividades complementarias previstas, las delegaciones realizarán una visita al Comando de Operaciones Navales de la Armada de Chile y al Buque Escuela Esmeralda. La representación nacional está encabezada por la ministra Delpiano, el subsecretario de Defensa Ricardo Montero y el jefe del Estado Mayor Conjunto, general de aviación Leonardo Romanini.
Durante su discurso inaugural, la ministra Delpiano destacó la necesidad de una acción conjunta frente a amenazas comunes y subrayó la importancia de fortalecer los mecanismos de cooperación tecnológica, científica y operativa entre los países del área. Enfatizó que el trabajo conjunto debe incluir tanto capacidades militares como civiles, y sostuvo que el desarrollo tecnológico y la colaboración público-privada son factores esenciales para la defensa regional.
Por parte de las delegaciones extranjeras participaron, entre otros, el viceprimer ministro y ministro de Defensa de Australia, Richard Marles; el príncipe heredero y ministro de las Fuerzas Armadas de Tonga, Tupuoto’a Ulukalala; el ministro de Defensa de Fiji, Pio Tikoduadua; el ministro de Defensa de Papúa Nueva Guinea, Billy Joseph; y el viceministro de Defensa de Nueva Zelanda, Chris Penk. Asimismo, asistieron el teniente general Eric Peltier por Francia, el subsecretario de Guerra (I) para Asuntos del Indopacífico de Estados Unidos, Jed P. Royal; Mitsuko Hayashi por Japón y Ben Merrick por Reino Unido.
Las intervenciones de las autoridades coincidieron en destacar la relevancia de la cooperación en defensa ante amenazas transversales que superan las fronteras nacionales, así como la necesidad de reforzar las capacidades de vigilancia, control marítimo y respuesta ante emergencias derivadas del cambio climático.
