El 17 de octubre de 2025, durante una reunión de viceministros presidida por el primer ministro Mijaíl Mishustin, el Gobierno de la Federación de Rusia aprobó un paquete de subsidios industriales destinado a fortalecer la soberanía tecnológica y productiva nacional, en el marco del programa federal Zemsky Trainer. La medida forma parte de la estrategia impulsada por el presidente Vladimir Putin para consolidar la independencia industrial del país y reducir la dependencia de proveedores extranjeros en sectores estratégicos.
El programa tiene por objeto modernizar la capacidad de producción y desarrollar productos prioritarios sin equivalentes nacionales, abarcando las industrias aeronáutica, espacial, automotriz y de ingeniería ambiental. Además, promueve la incorporación de pequeñas y medianas empresas regionales en la cadena de suministros, como parte de una política más amplia de sustitución de importaciones en áreas críticas vinculadas a la defensa y la infraestructura.
Para acelerar la ejecución de los proyectos industriales, el Gobierno ruso incrementó sustancialmente el monto máximo de las subvenciones: el límite anterior de 600 millones de rublos (equivalentes a aproximadamente 6,5 millones de dólares estadounidenses) será reemplazado por una asignación anual de hasta 3.500 millones de rublos (alrededor de 38 millones de dólares) durante los próximos nueve años. Este aumento permitirá abrir nuevas plantas de producción en las regiones de Rostov, Nizhni Nóvgorod, Cheliábinsk, Irkutsk, Kémerovo y Moscú, orientadas a ampliar la base industrial y generar empleo calificado.
El viceprimer ministro y ministro de Industria y Comercio, Denis Manturov, subrayó que es “fundamental garantizar la ejecución completa de todos los proyectos planificados”, destacando que la continuidad del financiamiento será clave para el fortalecimiento tecnológico del país. Paralelamente, el Ejecutivo anunció la implementación del proyecto nacional “Apoyo industrial a la movilidad del transporte”, centrado en la industria naval civil. Los fondos permitirán la construcción de un ferry marítimo para el transporte regular de pasajeros en el Lejano Oriente, así como buques de servicio y rescate rompehielos, con el objetivo de reforzar la conectividad marítima y asegurar la autosuficiencia tecnológica en el sector naval.
Mishustin destacó que “es esencial que nuestros astilleros alcancen un alto nivel de operatividad en el futuro inmediato”, haciendo hincapié en que las compañías navieras deben contar con equipamiento moderno, confiable y de fabricación nacional. El programa Zemsky Trainer se posiciona como una herramienta central dentro de la política industrial rusa 2025–2035, diseñada para sostener la resiliencia económica frente a las restricciones tecnológicas y financieras impuestas por las sanciones internacionales.
