El 7 de octubre de 2025, el Consejo de Ministros de España, a propuesta del Ministerio de Industria y Turismo, aprobó un préstamo de 350 millones de euros a la empresa Indra Sistemas S.A. y a su unión temporal de empresas (UTE) con Airbus Defence and Space, destinado al desarrollo del Futuro Sistema Aéreo de Combate (FCAS) y del Sistema de Armas de Nueva Generación (NGWS). La medida fue publicada en el Boletín Oficial del Estado (BOE-A-2025-19055) y responde a los compromisos adquiridos por España en el programa trinacional con Francia y Alemania.
Aunque la iniciativa se canaliza formalmente a través del Ministerio de Industria y Turismo, el decreto aclara que esta cartera actúa como órgano gestor del financiamiento industrial en el marco de los Programas Estratégicos de la Industria de Defensa, Aeronáutica y Espacial, en coordinación con el Ministerio de Defensa, responsable técnico del proyecto. La justificación radica en que el FCAS y el NGWS son considerados proyectos tractores de innovación industrial, orientados a fortalecer las capacidades tecnológicas nacionales y consolidar una base industrial de defensa autónoma dentro de la Unión Europea.
El FCAS se concibe como un sistema de sistemas que combinará aeronaves tripuladas, drones de combate y plataformas autónomas interconectadas mediante inteligencia artificial y redes seguras. Este conjunto permitirá la operación coordinada en entornos de combate multidominio. Paralelamente, el NGWS aportará la estructura tecnológica que sustentará la interoperabilidad y las funciones avanzadas de combate.
De los 350 millones de euros aprobados, 270 millones se destinarán al NGWS, orientados a la investigación y desarrollo de tecnologías críticas nacionales (propulsión, aviónica, sensores y guerra electrónica), mientras que los 80 millones restantes financiarán estudios de combate colaborativo dentro del FCAS, con pruebas de interoperabilidad y demostradores tecnológicos.
El Real Decreto 847/2025, de 26 de septiembre, establece que el financiamiento se ejecutará en dos fases: 278 millones en 2025 (214 para el NGWS y 64 para el FCAS nacional) y pagos anuales de 18 millones entre 2026 y 2029. El programa apunta a reemplazar los actuales Eurofighter Typhoon y Rafale, con un horizonte operativo previsto para 2040.
Según fuentes oficiales, los ministros de Defensa de los tres países firmarán en octubre de 2025 un acuerdo de coordinación para garantizar el avance de la primera fase industrial y de investigación, con el objetivo de alcanzar las capacidades operativas iniciales en 2029.
